Seth Colby is the Tax Research & Planning Officer for the Hawaii Department of Taxation where he manages the Tax Research & Planning (TRP) office which is responsible for producing analytical reports related to the State's revenue system, revenue forecasting, empirically-based public policy analysis, and other research. Prior to joining the Department of Taxation, Seth's career focused on economic and social development of developing countries in Latin America and the Caribbean and Africa, where he worked for the Inter-American Development Bank, the World Bank, and Johns Hopkins University. Seth is fluent in Portuguese and Spanish and holds a PhD in Political Economy from Johns Hopkins University.
